Ambrin berkata pengauditan bagi projek PFN dibuat secara bebas dan profesional tanpa sebarang prejudis kepada mana-mana pihak dan sebarang kenyataan yang mempertikaikan kewibawaan dan integriti juruaudit JAN adalah dikesali.

Ahli parlimen Ipoh Barat itu menggesa Azmi (kiri) supaya "jangan
menjadi halangan" kepada siasatan segera PAC terhadap tuduhan itu agar jawatankuasa berkenaan boleh membentangkan penemuannya di Parlimen apabila ia bersidang semula Mac ini.
Lim membuat gesaan itu ekoran Azmi, yang juga ahli parlimen Padang Besar, menghentikan siasatan PAC terhadap pengurusan projek lembu itu, sehingga polis dan Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), menyelesaikan siasatan mereka.
"Keputusan PAC menghenti atau menggantung siasatannya terhadap pendedahan Ketua Audit Negara berhubung skandal itu hanyalah kecenderungan peribadi Azmi dan bukan keputusan kolektif PAC, kerana PAC tidak mengadakan mesyuarat selepas bermulanya siasatan polis dan SPRM terhadap NFC," katanya.
"Azmi tidak seharusnya mengenakan kehendak peribadi ke atas PAC apabila kepentingan negara menuntut PAC melaksanakan kewajipannya menjalankan siasatan penyiasatan segera dan serta-merta terhadap skandal tersebut."
AG akui kelemahan NFC, serah polis siasat unsur penyelewengan
Dalam satu kenyataan hari ini, Ambrin berkata, tujuan pengauditan dilaksanakan adalah untuk menilai sama ada projek PFN telah dirancang dan dilaksanakan dengan teratur, berhemat serta mencapai objektif yang ditetapkan.
“Analisis audit mendapati objektif projek PFN masih belum dicapai sepenuhnya.
“Ini disebabkan berbagai faktor yang dihuraikan dalam LKAN 2010.
“Antaranya, mengikut perjanjian pelaksanaan yang ditandatangani pada bulan Mac 2010, sasaran pengeluaran PFN iaitu 38,600 ekor lembu untuk tahun 2010 belum dicapai kerana Entreprenuer Development Program (EDP) yang melibatkan 130 pengusaha ladang satelit belum dilaksanakan lagi,” ujar beliau.
Bagaimanapun katanya, LKAN 2010 tidak menyebut perkataan seperti kucar-kacir ‘in a mess’ atau penyelewengan dalam laporannya seperti yang dilaporkan sesetengah media.
“Pada pendapat Jabatan Audit Negara (JAN), sama ada terdapat unsur-unsur penyelewengan dalam pelaksanaan projek ini terpulanglah kepada penyiasatan pihak berkuasa seperti Polis Diraja Malaysia dan
Suruhanjaya Pencegahan Rasuah Malaysia.
“Pada perspektif audit, sememangnya terdapat beberapa kelemahan dalam pelaksanaan projek ini.
“Jikalau tidak, mengapa pada bulan Mei 2009 (sebelum pengauditan dijalankan), kerajaan perlu menangguhkan pelaksanaan PFN sehingga satu kajian viability and business model (model perniagaan) dijalankan bagi projek ini?,” soal beliau.
RM134.7 juta disalur kepada NFCorp
Menurut Ambrin, perkara yang menjadi fokus utama pengauditan oleh Jabatan Audit Negara ialah PFN sejak penubuhannya pada 2006 dan bukan NFCorp sebagai sebuah syarikat.
NFCorp katanya, adalah syarikat yang berdaftar di bawah Suruhanjaya Syarikat Malaysia di mana Kementerian Kewangan Diperbadankan memegang satu golden share bernilai RM1.
Kit Siang Warns A-G Against Whitewashing NFC
In a statement here, the veteran politician reminded Ambrin of his predecessors’ hard work in upholding the integrity of the A-G’s department, making it the “sole national institution” to keep its reputation intact.
“The proper place for the A-G to make clarifications on his 2010 Report particularly with reference to the NFC/NFCorp (National Feedlot Corporation) scandal, is the Parliamentary Public Accounts Committee (PAC), and not as a result of improper pressures applied by NFCorp or various organisations or individuals with a political agenda of their own,” Lim said in a statement here.
The Ipoh Timor MP, however, agreed with Ambrin today that the latter’s 2010 report on the NFC had never labelled the RM250 million federally-funded project “a mess” but pointed out that the description, used repeatedly in the media, was apt.
He slammed NFCorp chief Datuk Seri Mohamad Salleh Ismail for accusing the A-G of confusing NFC with NFCorp in his report, saying the husband of minister Datuk Seri Shahrizat Abdul Jalil was clearly attempting to escape blame for the scandal.
“(Mohamad) Salleh should not try to escape responsibility and accountability for the NFC/NFCorp ‘cattle condo’ (scandal) on such technical and ridiculous grounds,” the Ipoh Timor MP charged.
In his recent statement, Mohamad Salleh claimed that the A-G, in his report, had confused NFC, which is owned by the Agriculture and Agro-Based Industry Ministry, with NFCorp, which he said has been meeting its targets.
Ambrin also clarified today that the National Audit Department’s checks on the NFC for its 2010 report were never on the NFCorp although he admitted there were weaknesses in the NFC cattle-farming project itself.
He also said his report had never labelled the project as being in “a mess”.
Lim, who earlier flayed PAC chairman Datuk Seri Azmi Khalid for failing to initiate immediate investigations into the NFC, now urged the latter to convene a meeting within the next few days.
“Attempts to undermine the credibility and reputation of the A-G should be new and added reason why Azmi Khalid should convene a meeting of the PAC in the next few days to decide whether the PAC is to rise up to the challenge to conduct immediate and full investigations into the NFC scandal or face censure in the March meeting of Parliament for gross failure and irresponsibility,” he said.
